Phase 1 - January 2007 until March 2008

In October 2005, the Minister for Health and Community Care took part in the launch of the World Health Organization's (WHO) Global Patient Safety Challenge "Clean Care is Safer Care" programme.  At the event, the Minister pledged to continue work to tackle healthcare associated infection (HAI) and to launch a national Hand Hygiene Campaign involving NHSScotland and the general public to highlight the health benefits of good hand hygiene.

In June 2006, Health Protection Scotland (HPS) were asked on behalf of the then Scottish Executive Health Department (SEHD, now referred to as Scottish Government Health Directorate (SGHD)) to project manage the delivery of a national Hand Hygiene Campaign across Scotland.
